DR. EMMANUEL S. MAMMAN, Ph.D, mni, CLN

Born in Kaduna, Dr. Emmanuel Sambo Mamman attended Government College Kaduna and Basawa Teachers College, Zaria (Now Federal Government Girls College Zaria). Dr. Mamman holds a BA (Hons.) Librarianship in 1986 from John Moores University, Liverpool, U.K. and did his mandatory NYSC at Federal Polytechnic Bauchi in 1986/1987 He obtained Post-Graduate Diploma in Public Relations from the Nigerian Institute of Journalism (NIJ) Lagos in 1998, and a Masters in Library and Information Science (MLIS) at A.B.U Zaria in 2000. He also holds a Master's degree in Public Administration (MPA) obtained in 2008 at the University of Jos, and a Doctorate degree (PhD) in Library and Information Science from the University of Nigeria Nsukka (UNN) in 2015. He holds a member of the National Institute (mni) certificate which he obtained in 2018 at NIPSS, Kuru. He has written extensively in his field, by way of conference, seminar and workshop papers and has publications in scholarly journals and books. Some of his key publications include: (i) The use of Information and Communication Technology in Plateau State Library Services, Nigeria (sponsored by International Network for the Availability of Scientific Publications- INASP, 2004); () Thomas Akhigbe Imobighe: A bibliographic Annotation, in Security and Development Challenges for Africa in the 21st Century: Essays in Honour of Prof. Thomas Akhigbe Imobighe, Edited by Amadu Sesay and Charles Ukeje. 2015, (iii) Cloud Computing and its Benefit to Libraries, 2017; (iv) Libraries in Democratic Governance and National Development in Nigeria, 2017; v) Funding Academic Libraries Nigeria: A Study of Plateau State, 2019; (vi) Digital Preservation of Information Resources on Covid-19 in Libraries: A Theoretical Perspective, International, 2021, etc. He is a reviewer with Frontiers in Education Technology Journal, LOS Angeles, USA. He enjoys the “Quarterly Franklin Membership" " of the London Journals Press, (UK) which is an internationally acclaimed publication organisation and an accreditation authority for research standards.

Dr. Mamman is a Certified Librarian of Nigeria (CLN), a certificate that is issued by the Librarians Registration Council of Nigeria (LRCN). His research interests include: ICT utilisation in libraries, library public relations, bibliometrics and, libraries and development initiatives. He is a member of Nigerian Library Association (NLA), member, Nigerian Institute of Public Relations (NIPR) and a few others. He was a part-time lecturer with the Library and Information Science Department. Plateau State Polytechnic, Barkin Ladi between 1990-1994, Chairman, Dr. Mamman was the Director, Plateau State Library Services between 1997-2007 before his appointment with the National Institute in 2008 as Institute Librarian, He is Jarawa by tribe (Afizere) from Jos East LGA of Plateau-State and is happily married with children. Countries visited by Dr. Mamman in the course of official engagements include, Ghana, Guinea Conakry, Cote D'ivoire, Burkina Faso, Tanzania, Ethiopia Morocco, Egypt. United Kingdom, Portugal, Indonesia, Pakistan, Canada, and Poland. His hobbies include reading, travelling, playing golf and watching football (an ardent fan of Arsenal FC).
