THE DIRECTORATE OF ADMINISTRATION

The Directorate of Administration is of strategic importance in the affairs of the National Institute. The centrality of its roles in providing services to the other statutory Directorates, Departments and Units cannot be overemphasized.

The Directorate constitutes the communication arteries of the National Institute, in terms of policy processing, personnel management, finance and supplies, interpretation of rules and regulations and other statutes of government.

The Directorate feeds into and receives policy feedback from all the operational organs of the Institute as well as provides secretariat services to the Institute’s Board of Governors and the Management Committee. It also, in liaison wth the Directorate of Studies and the Protocol Unit, prepares and executes all study tours. The Directorate has three service Departments and several units, coordinated by the Office of the Secretary/Director Administration.

Office of The Secretary/Director of Administration

The office of the Secretary/Director of Administration is headed by Brigadier Chukwuemeka Fidelis Joesephat Udaya (rtd) pslc (+) mni

Brigadier Chukwuemeka Fidelis Joesephat Udaya (rtd) pslc (+) mni was born in Kaduna on 24 April 1966, to the family of Igwe and Lolo Joesophat Udaya. He attended St Patrick’s Catholic Primary School, Yaba, Lagos, from 1971 to 1977; the Nigerian Military School (NMS), Zaria from 1977 to 1982. He proceeded to Anambra State University of Technology now Enugu State University where he obtained a Bsc Second Class Hons Upper in Applied Microbiology in 1986. In 1988, he obtained a diploma in Bacteriology from the Obafemi Awolowo University Teaching Hospital Ile Ife and an MSc in Disaster Management and Development Studies from the University of Port Harcourt in 2017. Army Ordnance Corps on 4 October 1989 in the rank of second lieutenant and retired as a Brigadier General in 2019.

Brig-Gen Udaya, has in the course of his career attended many courses some of which are: Ordnance Officers Basic Course (1991), Armament/Ammunition Technical Officers Course (1992), Material Management and Work Study Officers Course (1996), Logistics Management Course (2005) and Nigerian Officers Logistics Course (2013) by the British Military Assistance Training Team. He represented the Nigerian Army at the United Nations (UN) Convention on Cluster Ammunition, Geneva 2012 and the UN Conference on Arms Trade Treaty, New York in 2012. He has held several command, staff and instructional appointment in various units at home and abroad. Prominent amongst them are Logistic Officer at Nigerian Battalion 1, United Nations Assistance Mission in Rwanda (1994 – 1995), Military Assistant to the Commandant, Nigerian Army Ordnance Corps (1996 – 2000), Commanding Officer 1 Base Ammunition Depot (2001 – 2005) and Directing Staff at the Nigerian Army College of Logistics (2006 – 2008). Others are Commander, Central Ammunition Depot (2008; 2010),

Deputy Director Equipment Procurement at the Army Headquarters (2010- 2012), Chief of Staff at Headquarters, NAOC (2012 – 2013) and Commander, 82 Division Ordnance Services. He was a participant of the Senior Executive Course 37, 2015, of the National Institute, where he was awarded Member of the National Institute (mni). In 2016, he was appointed Director Army Library, Archives and Publication at the Nigerian Army Resource Centre. In 2017 he was Commander 6 Division Ordnance Service, Directing Staff at the National Institute for Policy and Strategic Studies (2018-2019), Secretary and Director of Administration (SDA) 2020, until the appointment of a substantive Director General, Brig Gen Udaya (rtd) was Acting Director General Dec 2020 – Mar 2022.

Brig-General CFJ Udaya (rtd) is a Chartered Member of the Nigerian Institute of Management, Fellow Chartered Institute of Purchasing & Supply Management of Nigeria, Chartered Member Institute of Logistics and Transport and Member International Association of Bomb Technicians and Investigators.

He is happily married to Mrs Lilian Uchenna Udaya and blessed with children. Since retirement from service he has been involved in some National service such as Member, National Steering Committee (NSC) for the preparation of the Medium Term National Development Plan (MTNDP) 2021 – 2025 and Nigeria Agenda 2050 (2021); Co – Chair Green Economy Africa 2021 International Colloquium and Public Policy Forum on Funding and Securitisation of Energy Resources in Africa (2021) and Member Board of Governors of the Institute of Public Policy and Administration (UNICAL) (2021).

General Administration

This Department is responsible to the SDA and is the coordinating arm of the Directorate that liaises and coordinates the activities of other departments and units. It also services the Board and Management Secretariat and is headed by Mr Asipita Umar

It has the following Units:

i. Servicom

ii. Board/Management Secretariat

iii. Security and Transport and

iv. Central Stores.

Human Resources Department

This Department is responsible to the SDA in general personnel and establishment matters which include Appointments, Promotions and Discipline of staff, deployment, personnel records and the Registry. This includes regular, tenure and staff on military posting. The Department is headed by Ms Kelechi Anya.

Bursary Department

The Bursary Department has the following responsibilities:

a. Provision of financial inputs of the Institute’s budget preparation, collation, submission and follow up on funds appropriation.

b. Receipts of funds accruable to the Institute from statutory and non-statutory sources.

c. Receipts and accounting for all Internally Generated Funds.

d. Ensuring safe custody of all funds.

e. Disbursement of funds based on approvals and extant financial regulations.

f. Recording and analyzing of funds receipt and disbursements.

g. Preparation of Statutory and Non-statutory Financial Reports and Statements.

h. Submitting required Financial Records to both the External and Government Auditors as at when due and cooperating with such while on duties and inspections.

Works and Maintenance Department

The Works and Maintenance Department is responsible to the SDA for projects planning, development and maintenance of all infrastructure, as well as engineering services of the Institute. The Department is headed by Mr Funsho Omidiji, and has three Units under it, namely:

i. Parks and Garden which is responsible for improving the existing plants, flowers and maintenance of lawns and cleaning of the premises.

ii. Mechanical and Maintenance

iii. Civil/structural services

The Department undertakes routine maintenance of existing infrastructure (including office and residential accommodations) and has successfully supervised and completed some projects through direct labour.

Health and Medical Services Department

The Health and Medical Services Department is responsible for the health care delivery services of the Institute, which include accident and emergency care, laboratory services, maternal and infant welfare, family health (planning), diagnostics, medical records and also a Primary Health Care Provider under the National Health Insurance Scheme (NHIS). The Medical Centre also has a visiting Consultant Ophthalmologist who attends to patients on a weekly basis. The Department is presently headed by Dr. Kingsley Ozele, a Consultant Gynaecologist.

Catering and Hospitality Department

The Department is responsible to the SDA in handling catering services by providing meals and refreshments to the Course Participants, guest lecturers, Board and Management during meetings and other guests of the Institute. It is also charged with the responsibility of providing hospitality and housing accommodation for Participants and staff, maintaining inventory of assets and facilities in the houses, as well as maintenance of all halls of the Institute. There is currently, a Food Committee with representatives from different sections of the Institute, including one SEC Participant. The Committee has proved very useful in the system of direct purchase of food items and ensuring quality/standard of catering services. The Department is headed by Mrs. Juliet Horace, a Chief Catering Officer, with three units, namely: Catering Services, House-keeping and Laundry Services.

NIPSS Abuja Office

The Abuja Office situated in a NIPSS-owned building along Muhammadu Buhari Way, Abuja, is responsible for effective interaction and linkages with the Presidency, different arms of the Federal Government, Armed Forces, AANI, Foreign embassies/missions, organizations and individuals within Abuja to facilitate transactions with the Institute. It is currently being overseen by a Director, Dr. Catherine Maduagwu. The Office is sitting on a plot of land that is partially developed. There are plans to complete the development through a PPP arrangement.
